The tourism sector is a sector that has the potential to be developed as a source of national income. The program for developing and utilizing regional tourism resources and potential is expected to contribute to economic development. Tourism is seen as an activity that has multidimensionality from a series of development processes. The development of the tourism sector involves socio-cultural, economic, and political aspects (Spillane, 1994:14).This is in line with what is stated in Law Number 10 of 2009 concerning Tourism which states that the implementation of tourism is aimed at increasing national income in order to improve the welfare and prosperity of the people, expand and equalize business opportunities and employment opportunities, encourage regional development, introduce and utilize objects and tourist attractions in Indonesia as well as fostering a sense of love for the homeland and strengthening friendships between nations.


The development of tourism will encourage and accelerate economic growth. Tourism activities create demand, both consumption and investment, which in turn will lead to the production of goods and services. Tourists who shop or buy souvenirs, directly generate market demand for goods and services and indirectly lead to demand for capital goods and materials to produce to meet demand of tourists for these goods and services. In an effort to meet tourist demand, investment in transportation and communication, hospitality, and other accommodation, handicraft industry, and consumer product industry, service industry, restaurants and other industries is required. One sector that shows a positive trend in its development is the Creative Economy sector so that it is currently the focus of the government because it is expected to become a pillar of the future economy. In order to fulfill the need for Creative Economy and Tourism data, the Ministry of Tourism and Creative Economy/Tourism and Creative Economy Agency cooperates with the BPS to compile Creative Economy statistics through the Tourism and Creative Economy Industry Survey (SIPAREKFAF) 2021. Industry Survey Tourism and Creative Economy 2021 will be held in 34 provinces. Overall this survey covers 505 districts/cities. The tourism industry sub-sectors covered in this survey are 8 tourism sub-sectors and 16 creative economy sub-sectors. In Papua Province alone, there are 961 samples of businesses in the Tourism and Creative Economy sub-sectors. Meanwhile, Biak Numfor Regency consists of 57 business samples. The Tourism Industry and Creative Economy Survey (SIPAREKFAF) begins with officer training on March 31 - April 01, 2021 and field implementation, inspection, and processing from May - October 2021 in the Districts of East Biak, Biak Kota, Samofa, and Swandiwe. Where the most samples are in the districts of Biak Kota and Samofa.
